Is this normal?

If the car is sitting still and I rev the engine at 2 grand after a few seconds the rpms drop down 3 or 400 and the pick back up to 2 grand. The motor is a 94 gsr witha jrsc.

Nothing really. I installed plugs and wires a few days ago but I think it did that befor I installed them.
Here my set up
jrsc @ 6 psi, J&S, jackson fuel pump, magnacore(sp?) wires and ngk plugs.
The A/F gauge shows I completley rich but I think it because I'm running and open header and its getting a bad reading from the o2 sensor.
I zip tie all the vacuum lines also because of a vacuum leak.

Check your wiring. This happened to me all the time when installing electronics and missing a connection.
